I got one of these last night, and I feel like this could make for an interesting addition for some builds, particularly with Electrocute - Surge of Power and Meteor - Lightning Bind. Although this may become obsolete with Black Hole in 2 weeks, it could also be a replacement allowing for an extra skill slot.

I'm going to test this out over the next few days. Let me know if there's any combination you would like me to try it on.

Actually had to look up this item. First I've heard of it lol. Seems pretty cool.

There was a lot hype about this item during beta. Some people even speculated that it would make a CS monk obsolete, though I don't feel that it prove often enough for that. I'm just happy to have one for enchanting once RoS goes live.
